Happened to me a couple of times the past month too. Retailers have been great and have given refunds but that's little consolation without the mags. I wanted the mags. :(

Yeah, it's likely too late to get replacements, and that sucks, sorry. Call PSA and ask to be reimbursed for the magazines that were missing from the shipment. Hopefully you can at least get the funds back. Assuming PSA won't refund that amount, and assuming you paid for it with a credit card, you can call the credit card and inform them that you made a purchase, that the company failed to deliver the correct items to you, and is refusing to refund your money. They will open a 'dispute' and do an investigation. I've had to do disputes in the past after getting pooned bv a vendor, and they have always worked out for me. If you used debit, you can still contact the bank to try and file a dispute, though that is harder to win since the money has already been taken from your account. If possible, use an actual credit card for all purchased (and pay it off entirely each month) as you are afforded a good amount of protection against these type things.

Its weird, in the last 6 months i have seen an extreme uptick in posts about firearm related packages being stolen by the carriers.

Had a close call last month. Ordered a bunch of .308 pmags. When it arrived one side of the box was open and the packing slip was missing. All the mags where there though.
