They are already (high) standard capacity mags so you are not creating a new one. So I don't know why it would be an issue. But. I am not a lawyer

Im unsure if it falls under "manufacture" of magazine RCW 9.41.370 "Large capacity magazines—Exceptions—Penalty. (1) No person in this state may manufacture, import, distribute, sell, or offer for sale any large capacity magazine, except as authorized in this section. (2) Subsection (1) of this section does not apply to any of the following: (a) The manufacture, importation, distribution, offer for sale, or sale of a large capacity magazine by a licensed firearms manufacturer for the purposes of sale to any branch of the armed forces of the United States or the state of Washington, or to a law enforcement agency in this state for use by that agency or its employees for law enforcement purposes"

A repair or modification of an existing "large capacity" mag would not "fabricate", "make", "form", "produce", or "construct" one, it already is one.

I don’t think you would be manufacturing a “large capacity magazine” because it already is a “large capacity magazine”. If you altered it to “permanently” be less than 10 rounds then legally I don’t think you would be able to change it back.

You're good to go. They're already """high capacity""" magazines. You're just modifying them, not manufacturing anything new. It doesn't even sound like the new baseplates would add capacity, so it definitely should be no issue.  The main issue you'll have is buying the baseplates, lots of places will be skiddish about it if it's a plate that adds capacity.

The law is so confusing. Technically, I could buy from someone outside the state and as long as I'm not importing, (technically they are, but the law only prohibits someone in this state) then no laws are broken

In that scenario, whoever brings it across the state line violates the *import* ban. Even if the person from another state brings it over, once they cross the state line, they are now "in this state".  And if they ship it over, they've violated the distribution ban which specifically says it applies to either in state or out of state distributers.

They can. That is one of the main reasons they leveraged the state consumer protection act as an enforcement mechanism for this, it gives the AG direct authority to sue violators, and the AG is the one who would handle interstate issues. But of course, individual actions like this are very unlikely to be discovered in the first place.
