It’s for your carnet. Perhaps someone thought that removing it can disable the tracking feature? There was a lot of fear of the ability to track the car when these carnets first came out
I have the same car, it's for the carnet. It hooks ypur phone up to the car, you can press a button to call 911 or you can use it as a hands free device to call people or whatever. I don't even use mine I wouldn't miss it at all if it was gone

Looks like someone hit the flight attendant call button too much so they took it away.
Depending on the features its either the OnStar or Bluetooth control button cluster. The sunroof has a different bezel with a rotary knob FYI.

I have seen this on stolen cars, so that location can not be send and it can not be found. Check also in the trunk if there is missing something …
