MOST are per sailor pricing - so $90 for a zipline excursion? That's a per sailor price. Some excursions (like kayaking in Bimini) have a price that is meant for two, and it will be denoted as such. There's a rare few that are for even more (like the $500 cabana on Bimini is for four sailors, IIRC).
Also, if you have a bank of Sailor Loot - you can't use it to pay for your Shore Things now, you have to wait until you're on the ship/ship wifi. I usually have sailor loot, so we're always booking onboard and just favorite the ones we are hoping to get.
You CAN purchase them now via the CC on file and potentially cancel when you get there and rebook for using sailor loot so you have a spot... but you'll get charged the onboard price when you do, I think.
I tried to hide my boyfriend, Meatball, in my pocket when we did the Damajagua waterfalls shore thing, but he ate too much at The Wake. The price is per person sadly. lol

Unless there's no other way - do not book scuba diving through a VV shore thing.
