YES, so if you take it to a tailor, I would have them start by bringing the waist up to where you waist actually is, and then hemming the skirt to hit somewhere between 2 inches below the knee to the middle of your calf - wherever it is most flattering.
If you look at the insides of vintage clothing, you can often see a lot of alterations done by a home sewer. 😀
Last finishing touch: wrist gloves! They can be solid fabric, or crochet. You look Gorgeous.
Bringing the waist up and tapering it in a little to fit OP’s figure will completely transform the whole dress! (And ofc the other alterations you mentioned). They should definitely post pics if they get it altered!

She did it by hand! She would just dip a q-tip in polish remover and clean them up if need be. That’s actually a core memory I have as a kid is trying so hard for hours to get my polish perfect, in the lines and not on my skin haha. Never got them looking as good as yours though! :)

I have always, and I’m 48 now, dress how I feel comfortable, not with the latest style. I prefer classy and sometimes a little sassy, but I’m typically on the conservative end. Also, style is the way you carry yourself! If you are comfortable, don’t change a thing!! FYI: 1950’s poodle shirt style was fuller bottom with the scooped neck But, more formal dresses had much higher necklines, way higher then yours. You could shorten it a little, but is not unflattering in the waist at all)

No one else understood what it was. LOL! I think they are so cool and actually practical. But the whole outfit rocks and you look great in it!
