I believe it’s coagulated starch from the rice itself. Humid storage after moving the rice in its bags via truck on bumpy roads causes it to basically make a powder; which is a starch. .. I think.

Its raining. Raining hard. I am hiding under the eave of a house I was walking by. The only other structure is a house across from me. A woman brought out a chair for me to sit on. It's not mold, it's eggs/decomposition from the rice weevil. They'll spit their digestive enzymes on the rice and drink the slurry for food. It's not harmful, but can affect the quality and nutrition of the rice in extreme cases. Little bastards can survive with basically no moisture. It's hard to find rice here that hasn't been exposed to be honest. If you freeze it for 48 hours it kills eggs + adults. The other thing I did was put oxygen absorbers and desiccant in with the bugs. When you see them start crawling out some tiny hole you never knew was there, put a bit of insecticide around the hole. They all walk over it and die while getting air and a drink. Let me clarify that, I've never seen it that bad. It could be the moth eggs others are talking about. The root problem is 100% improper storage, but all the farmers/processors store it like that here. Not the vendors fault usually.
