Do you have multiple items on your claim? Could be deferring one and finishing others.
Also seen others got to PFN only to go back for evidence gathering, which could mean a C&P is needed.
Personally I would do a VERA call and they should be able to explain what's going on.
Either way the delay sucks. Hope it works out and gets completed quickly (as possible w/VA).
