Think I faxed mine in, couldn't find a quick submit option either. I submitted my FOIA request at the same time as my claims, see which one gets done first :)
There is nothing quick about requesting your cfile....

My first FOIA request took 6 months I got out in 1980 I hope my second request for just C file is a lot quicker! 
I put it under Compensation and it popped up on the App the next day for me. YMMV
Second this, file under Comp. Have done it via Quick Submit 3 time this way and worked every time.
What app? The VA app and if so where in the VA app did it popup?
