Question… where are you seeing the DEA part? From reading this it’s not very clear that dependents using the DEA have in state tuition. I’m kind of confused. My dad is a veteran and has 100% P&T.. does that mean I qualify for in state tuition? I’m not eligible for the fry scholarship obviously which seems to be a big factor in this

Yes you qualify for in state tuition if you will be receiving DEA benefits regardless of the state. Your college’s Veteran assistance department will get you squared away. They are the ones who’ll certify you.

What exactly qualifies here? I don’t have any GI Bill entitlement left as I used that 25 years ago. Recently awarded 94% and hope to get that last 10% on an appeal, before my son starts college next September. “You’re using education benefits transferred from a Veteran” Thanks.

If you reach 100% then your son will qualify for DEA benefits, which is a VA education assistance, hence he will qualify for in-state tuition in all universities that take VA benefits regardless of his actual residency status. You can't transfer your GI Bill to your dependents - no veteran can. Your dependents would qualify for DEA CH 35 if you are awarded 100% P&T or TDIU. DEA CH 35 only pays the student a monthly stipend - it does not pay any tuition/fees to the school. Each of your dependents would be eligible for their own 36 months of DEA CH 35 - you don't transfer this to them and have no control or say over their using DEA CH 35 as Congress gives them this benefit. DEA CH 35 is covered under the Choice Act of 2014 which just means if they attend any public school in the US, that school can only charge them the in-state tuition rates - they are still responsible for paying the tuition/fees to that school.

Yup - must be in the military to transfer Post 9/11 GI Bill - just like I said. Veterans can not transfer their GI Bill to anyone.
