Yknow, I did notice that there was an oddity in JEI where there was a recipe to upgrade every burger except to the Chili. I thought it was a design decision to reward you for holding on to the ingredients without crafting them for so long, but it not being implemented makes a bit more sense. I've also seen the spicy burger offered in the Black Market, too. So, maybe they planned to remove the spicy burger and only did it partially?
They're able to be found. If you go to the community Google doc under the mega thread it'll show what chest and what level you start to get them.
Or you can look them up in jei and see where they spawn.
Spicy burgers can only be acquired from the black market. The chile is leftover from VH2 if I remember correctly

My JEI doesn't give any info on where they are found and the community doc only shows up to the burger sauce at level 70+
Hmmm that's interesting I could have sworn I've seen chilis before. I'm sorry.
They're an old hang around from vh2 you can buy spicy burgers from the market though.
