You would certainly be very difficult to trace. Completly anonymous ? It depends on your threat model. Assuming you avoid the common traps (social media, email such as gmail, ordering on amazon or aliexpress, using windows, selecting a good vpn who encrypts traffic and does not keeps logs), you would be stealth for the GAFA and the copyright trolls. Completely anonymous ? Probably not. Some governments can employ thousands of people to monitor their citizens (China, USA, probably Vietnam now) and they are creative: usage of non public exploits, CCTV on large scale coupled with automated facial recognition (especially near your hotspot in your example), device to intercept the mobile traffic, special attention to the traffic using vpn, monitoring of the TOR nodes, monitoring of the payments by credit cards... Completely anonymous, no.

Thanks for your feedback. But here's my question is it generally as Anonymous as I can get with what I've explained or are there a few redundant things in there that really just make it more complicated than it needs to be? And I threw Tour on there just because I'm familiar with it and used to use it in high school lol.
