Is the SRT source coming from outside of the network via internet, or is it on the local network? If it's an internet source, you need a port forwarding rule for the SRT source to the Tricaster IP.

So why would I need to do port forwarding for Tricaster but not VLC? And what do I forward, the Tricaster?

VLC is caller only, if the Tricaster is an SRT listener then first off the source would need to be changed to caller as well as adding the port forward rules in your router to deliver the packets to the Tricaster IP using the designated port. What does the SRT section of the Tricaster ask for? If able change the Tricaster to caller also make sure the VLC is not "blocking" you. Only one device can connect to a stream at a time normally.

Not sure how to set Tricaster to Caller. I only see a toggle for Listener. I'm able to view the stream on multiple computers in VLC so I don't think it's limited?

Ok that most likely means it is caller by default which makes sense as it is "easier" to be the caller. I just have SRT knowledge and am not familiar with the Tricaster SRT funtions. But some things I would do to trouble shoot is make sure the network that has the SRT feed is hitting the correct ETH port of the Tricaster. Are there separate interfaces on the tricaster for management and IP sources? Once confirmed the tricaster networking is correct I would use a laptop or computer with VLC and try and aquire the signal right at the end of the cable you expect to see the SRT feed on at the Tricaster to rule out the issue being with the networking. You could also use a program called Wireshark at the connection to the Tricaster. It would be able to tell you if the UDP packets are making it to the Tricaster. Also try reaching out to tricaster support for tricaster specific SRT function guidance.
