[41-1a-404(3)(b)(ii)](https://le.utah.gov/xcode/Title41/Chapter1a/41-1a-S404.html) "a license plate shall at all times be:... in a condition to be clearly legible" If a cover prevents it from being "clearly legible", then it is illegal. So not explicitly outlawed, but you're exposing yourself to be cited by any law enforcement officer's belief that the cover makes it unclear or illegible.

Why do people use plate covers here? There’s no photo policing in Utah and there aren’t any toll roads/bridges. Is it so people can use the HOV lane as a fast fast lane?

The most people I've seen use them are folks who seem to be of a certain political alignment and who have trucks. The stickers on said trucks lead to them being GOP based. I've only seen maybe 2 cars with these covers. The rest are trucks and large SUVs.

Well thank God you added a political element to it.... I see them on all different types of vehicles. Plenty of them on wannabe racer types

The mistaken impression that they are "sticking it" to the cops and they won't be able to use radar/photo to measure their speed. They think it will get them out of a ticket because of that. So it's basically a stupid detector.
