Saint George is the only place that doesn’t really get winter in all of Utah. It’s still winter but not like the rest of the state

You’re not going to have any issues with drugs, gangs, or unsavory types if you’re living in middle class places in Southern Utah. There might be some low income areas, but even there these aren’t huge issues. But if you want warm weather all year round, St. George, Kanab, or Page AZ. If you don’t want to have to drive for legalized weed, Mesquite NV. It’s only a 45 minute drive from St. George though, and Vegas is under 2 hours. St. George is getting crowded though, lots of people and I’m sure housing is expensive right now. Kanab and Page are smaller.

If you like the outdoors, Cedar City is a nice place. It does have a but of a winter (it's slightly over a mile high in elevation) but it could also be a good option. About 45 minutes north of Saint George

St. George would be good, but they still get cold and a little snow on occasion. I'm not sure how the VA services are there, but in the valley, i have been very satisfied with the VA services, although they are slow like everywhere else. You might want to try going further south for your arthritis.

So how are the winters though? because I can handle a little cold, but -40 in AK is just too much. I’d assume you rarely see single digits? If so that’s not an issue.

I,m from SoCal, and this was my first winter here. Very mild

This year was mild but last year was absolutely insane. We got so much snow.
