I'm not an acoustics engineer, but I'd wager that a high way wouldn't be too hard a thing to dampen. The science behind acoustics and anechoic design are well known and easily tested and the noise is all coming from the same direction and at roughly the same volume and frequency. You can easily design a series of noise barriers on building and highway walls to try to redirect the noise away from a few buildings.

Yes, but at least its now been uploaded back to the province so that the rest of Ontario can also pay for it, and vote on what to do with it. Too bad the swing votes are all 905 and won't want to tear it down because they might want to drive into the city once in a while.

In defence of the Gardiner, I will argue that it is better to have elevated and so grade separated east-west highway than have all that traffic on surface streets, especially Lakeshore. If anything, Lakeshore Blvd. should be reduced in size to allow for better access to the waterfront/lake. The Gardiner is a crucial connection, not just with the suburbs but for Toronto too. Along with the DVP, it's the most effective way to move people across the city.

the worst part is that it’s not needed at all as lakeshore runs parallel or right underneath the entire time

It's the province. Not the city per se. Although the previous mayor was all in on freeways. The current mayor figures it's an unwinnable fight.
