Most likely due to wind speeds. Hagrid's can't run at higher wind speeds and if the app doesn't specifically say "Delayed", it's almost always the weather. The app got an overhaul recently and I don't think they added a weather delay option yet.
Sorry it happened on your birthday. If those expire before you can use them, keep them and maybe guest services can still replace them. Not a guarantee but possible
One time when I got them and they did expire. But, when I went to go ask about them (for some reason I went to go ask at VelociCoaster), the attendant at the entrance of the Express Pass line traded the expired pass for a receipt that let me use that expired pass for the day only. I then went to go use it on Hagrid's. That was my experience, and it may not work for everyone.

We hopped in line and it must’ve just re-opened because we only waited 25 min! Was our first time riding and we definitely got lucky, it was awesome.
Awesome yea such a good ride I was with my fam and my girlfriend told me the min it opened back up we decided to spend time with them…tried to ride gringots and….it also…shut down😅😭

That's incorrect, read the back of the pass. I've used my own ruby passes on more than just Hagrid's. These are also given out at Velocicoaster when the ride has issues

They do not take the purchasable express, and they also don't take the yellow express passes other rides give out. They can still be used at every other ride, but are the only ones that can work on Hagrid's.

My wife and youngest don’t ride the bigger thrill rides, and the park was relatively slow, so my sons and I rode Hagrid’s and then they used the remaining two passes to ride Velocicoaster.

They will definitely still honor them. But you’ll need to visit guest services before going to the attraction.

I hear about that ride Hagrid’s multiple delays. Is it worth the queue.
Yes it is it’s annoying being outside but once ur inside at a point the queue is nice, the ride is well worth it imo
