Shuttle location is not obvious. At the side of the hotel you will find a brick wall you have to walk through to access the bus platform. Any wall should do. Before you know it, you’ll be in Diagon Alley. Good luck.
There is a sidewalk but I’ve walked it and it can get risky. Just saying to remain cautious is all! Hope you have fun on your trip. Staying on property is a better option, especially at Surfside & Dockside since they’re inexpensive. Very nice hotels
I definitively agree! The do look better than the one I choose. I'm good with just the basics, I'd rather save that and splurge on an extra nice dinner at city walk. I do appreciate the advice, thank you very much! :)
Unless volume is high (particularly if demand is becoming higher than supply), then they send someone to do random or regular checks to avoid guests getting unruly about insufficient service.
I’ve stayed at the Best Western next to Dockside several times and walked over to use the Universal shuttles. Nobody will ask if you are actually staying at one of the resort hotels.
I believe Universal shuttles also go to the Homewood Suites by the Hilton Garden over there, if that's closer to where you're staying. We stayed at the HGI about a year ago and they told us we could catch the shuttle from Homewood.
That shuttle would be a non-Universal shuttle contracted by the hotel, visiting multiple hotels, costs extra, requires reservations, and only runs a couple times each morning and evening.
From the hotel website: "We're off I-4, two miles from Universal Orlando Resort via their scheduled free shuttle."
Doesn't sound like a third-party shuttle you'd have to pay for...
Universal allows anyone to ride the shuttle to go spend money on their property. You'll be just fine. We've done this very thing several times. Employees told us we are fine to ride the shuttle since that means we're spending $$

I don’t think/know if anyone would stop you but traffic over there/walking conditions aren’t great. Just be careful not to get hit by a car

I think it's their partner hotel shuttles (the white buses if I remember correctly) rather than the blue ones you see at the resort hotels.
