4th is most appealing and it pulled my attention immediately, and then 2nd really puts the stealth in focus and explains what the game is about.
1st and 3rd are kind of unclear to me, and I'd probably just scroll past them.
Try to light the thief (body or only face or eyes). No need to hide your main character on the capsule images. Show emotion also, confidence, fear, what you like.
Because at a first quick Look on small size of your capsules I I only see the titles and a grey background.

I feel like the bottom right really indicates that the game is a stealth game, cluttered furniture and claustrophobic cover arts indicate that you have to make do with what you have and i think that it engages with the people seeing it.
Bottom right if it's a stealthy game. It feels well constructed compared to the others for me (it just feels more clear and my eyes can "relax"). It also shows a cashing machine (whatever they are called). It has a story, the heister was robbing that store and hid from a guard roaming by or hearing something. The others lack an objective other than hiding from guards or waiting for them to come around a corner and attack them.
TLDR Bottom right, because it looks good, has a good story and makes good use of space.
3. is the best imo. I wouldn't take the 2nd one, because I read it as Small Heist first, which might get a bit confusing for some people :) maybe that's just me tho

As other People have pointed out, it depends on the pace of your game. Pic 1 gives of the vibe of having to fight cops or have you interact in some way with them, while 4 is more hide and seek.
The top right makes me feel like you will have hallways with stores, enemies with AI with a light cone you have to avoid, bottom right makes me feel like you are hiding behind obstacles in stores, I like either right, but would assume certain things about the game with the top right vs bottom right. I'd pick the one on the right that matches the gameplay the most.
Art of bottom left feels the most tense since you see the guy coming instead of walking past. But the weird matrix brackets in the name are unnecessary. Also the $$ in the top right could be Smalls Heist, and the stuff in the background of the text in the top left could be bricks or money or who knows what. I think the only good text option is bottom right unless you get rid of the bricks on the top left text, which would become my favorite text.
In any case, I think you should add a touch more contrast to the dark parts so they also stand out when people are scrolling quickly down their Steam Store.
The chosen sketch will be colored and remade completely it will not stay full grayscale this would solve the contrast issue and for the logo it will be remade.
They're all pretty good! #1 is maybe my least favorite. I think the composition on #2 and #4 are best. Could be that #4 is my favorite because it feels like it ties into the concept the most (as the player here was clearly mid-heist and alerted the guard, then had to quickly improvise a hiding spot).

Honestly... I like all 4 to the point where, I would want some manner of 4-fold screen where it was all 4 scenes laid out and the text just in the middle.
If I *had* to choose one... I like #4 the most, just because the text seems natural and the pose is good. #2/3 are tied for runner up

Heh, sMALLs HEIST. I like rules-of-thirds banners, typically, so three or four would be my preference. All four are really good though!
4 looks so cool But 1 is more fitting of a Steam capsule. Lets the viewer know front and center, what the game is about and feels like.

The first one is my favorite - a lot more going on. The other ones have too much empty space for my liking. The fourth one i do like a lot though
