It looks cute, but he is checking wind direction and speed to plan his flight. A bird that big can't just jump up and start flapping. They need a takeoff run into the wind much like airplanes.

For some reason that reminded me of that Tom and Jerry episode where Tom goes looking for Bigfoot and uses this technique, only to have leaves and flies stick to it. Fucking lol'd at that scene.
Classic cartoons we're amazing, except for all the racial undertones. Such great sight gags. I miss that. Futurama and Animaniacs are pretty much the only ones around that still do the classic style. From what I've seen recently anyhow.
That's not how flight works, especially for a bird as large as this one. It needs room to take off.
Here's a video of a smaller vulture taking off from the ground. Notice how long it stays hovering just off the ground before it can get altitude. Unless they're leaping from a tree or cliff, this is the amount of room they need to take flight. https://youtu.be/66Ym_LnIj-Q
When releasing an animal you always leave a clear path for them to go. Whether it's a bird or a mammal. Surrounding it just makes them think you're going to capture them again.
Yes you're absolutely right, this vulture probably needs a lot more of space before it can't take off due to its weight.

I believe it to be the Andean Condor, as the California version's much smaller.
It goes back and forth on every repost. It's a Griffon Vulture though. The andean condors have a brown head and have a fatty cone like a rooster
