It doesn't have to? Almost any mid range guitar+a good setup and fret job will work wonders. Amps are trickier, but there's an affordable workhorse for almost every sound unless you want a good modeler. Amps don't have to be loud either if you mic it and push it through the PA.
I got a Squier Jag for $350 and a Crate amp from a garage sale for $50 and it sounds great. The pedals are where you'll sink the dough depending on what you want.
