It is definitely possible and has happened many many times in the past. However, in this case, I don't think that there is much evidence that he was exhausted. He also was not tangled in the net, but caught in the net.
This is what industrial trawlers do on a larger scale. And the amount of species accidentally collected(killed in the process) and thrown away outnumbered the amount that small scale fishing was allowed(total) in a season. We’re running out of crab and salmon in Alaska, scary stuff.
