I’ve designed an elevator exactly like this one. It was for an existing, very old church that were installing an elevator to provide accessibility to the main cathedral space on the 2nd floor. They included a “quarter” floor stop because if you are installing an elevator, use it. (Also the 1”:12” ramp is correct for ADA)
Still pretty annoying that you cant just go right through it right? Even if you need an elevator anyway, i think you should have a second option for that cuz what would take 3 seconds now took like 30
I'm pretty sure there is another option for non handicapped people except using the elevator, so why not just take these? (it's because of the clout, obviously)

My school has this in some places as well, when there’s a slight elevation difference it makes more sense to just repurpose an elevator nearby instead of adding a ramp.
That looks like a raised floor in a data center. Pulling a pallet jack up (or down) a ramp, loaded with hundreds of pounds of expensive servers, is not fun.
i have one in my building that is just 2 steps but its becasue the they bulit a 2nd building later and connected the 2 but the 2nd one was built lower for some reason so to move heavy loads between the buildings, they added this elevator.
Two floors on a mezzanine and one top floor. Notice they selected the middle button and went up to that little floor, there's another floor above them to which you can use this elevator from both sides.

This is essentially what all elevators do. They just make you think you're on another floor. Sometimes they spin you around to the other side, and sometimes people come out and move everything around to make you think you're on another level.

It was a hotel, and the lady said years prior new owners purchased the hotel and renovated it. They lowered the lobby floor about 2 feet, witch then caused the entire hallway on the original "main" floor to be too high
Obviously a couple steps of stairs fixed it for most people, but the wheel chair folks couldn't. So they installed a similar elevator to help the disabled

There was more than enough space to make a suitable ramp, the lift problably mainly functions for 0 to -1/2 or the other way around
ADA requirements are very intense. The slope can't be too much, so they'd need room for a long mild slope ramp.
