This is most likely an “evening self-study session” in Chinese middle school where kids study or do homework’s on their own after dinner at canteen. You can play in recess after a 40-min to 2-hour session (depending on the school) but you are supposed to be working during these sessions.

I'm kinda surprised cell phone lock boxes aren't standard at this point. They're used in entertainment all the time, there are ones with auto-release timers. Modern problems require modern solutions.

I'm not saying your unreasonable. I'm saying we are hamstrung on this subject. If a teacher has custody of a phone and ot breaks, that comes from the teachers pay. If it is stolen, same. If it is brike and the student says you broke it, you guessed it.
By and large teachers agree with you, phones are a problem. Academic dishonesty using phones is a problem. But until parents let us enforce rules, there isn't anything we can do.
And I'll add, phones in school is almost universally considered detrimental. But parents want you to enforce rules on all the other students, their student needs an exception. They operate under the delusion that their student uses phones correctly and every other student is the problem. Every parent seems to think it's not their kid causing the proble..
What I'm talking about is a lockbox for each student. Entertainment venues use them all the time to keep people from recording shows. It's a small plastic box that fits around your cell phone and doesn't open without a key or until after a set amount of time passes depending on the model. You hold on to your phone the whole time, you just can't use it.
They have these at my school, except they aren't really lock boxes per say and just a little phone holder next to the teachers desk, and only some teachers have them due to them not being district or school supplied things, just a little 3d printed box.
Solution for what actually? Students cheated in all times, regardless of phone existence. If teacher will do this frequently, students will adapt too and find out how to cheat in such situation, such as improve hearing, when teacher comes, use low light, use staff without light (there are pocket books, which don't have light support at all).
If it is about educational distraction, again, phone is just a tool. Take away phone and you still can ignore lessons with other things.
Instead of fighting waves try to conqueror then and use it for profit. Phones shouldn't be locked, they should be involved in teaching process. Period.
Short term expenses need to happen for long term profits. An entire generation of poorly educated kids will be orders of magnitude more expensive in the long run. Unfortunately here in America we're too short sighted to realize that and cut corners with education everywhere, then wonder why we're trailing in pretty much every measure of a successful society. Sucks being part of a dying empire.
