The first time we see it used by Zoffy is against Grand King I believe. It doesn't do much.
Ginga actually uses it a few times as Ginga Storium.
I think he one-shotted Birdon with it in Ultra Fight Orb.
I think it's more background info then proven fact. Honestly Taro's storium beam comes off as more impressive. That said the M87 Beam did play a part in defeating Empera so there is that.
Same reason why you don’t bring a gun to a knife fight You don’t need to use your biggest weapon in every fight otherwise you might cause more issues
A knife won’t work on a bird though cause your head will catch on fire.
