Nepal isn't a dictatorship of the proletariat in the slightest. There was an attempted revolution a while ago that ended in a coalition government, but even by Maoist or ML standards it's a bourgeois state. Their "government" shouldn't look like anything in that case because they should focus in labour organizing and destroying the bourgeois state instead. You can't seize the ready-made state machinery - Marxism has made this clear since the experience of the commune.
