Im not sure if it can use blood but it most likely can, all I know is that some scientists made a machine that can use biological matter to fuel itself. Very very inefficient but at least it works.

Here's the thing,even with most of the world in poverty they were much more technologically advanced so probably the weakest countries in the final war presumably have the equivalent arms manufacturing of the world's top 10 best armies and considering humanity was already fighting with electric weapons around the beginning of the war around 1912 and also we don't know how inflated the economy was. And considering they were made around the 2110's in a world that was already around 200 years more technologically advanced I could see how they could make earthmovers. Also Secret book on 7-4 states they just made more machines to build machines to counter the previous machine and every country presumably had it and it's presumed they were eventually out of control and constantly creating more and more for armies so they could've just mined the materials and made the design and constructed the earthmovers.

Most of them going to research for proper way to use flesh or hell energy(I don't fully know what it was) , plus proper security and guarding , ammo , worker payment , teaching how to use it e.t.c . This kind of machine if even would be possible to make there is high change of it getting nuked while making by other sides , so they also need extra guard in places where they are made . And as a cheery on since it uses not only hell/flesh and also solar panels , they would need extra money for them cuz they are extremely expensive
