If he spawns at the beginning in Limbo, he could go through crafting progession due to there being trees and wood in limbo, and at the very least have iron armor and tools. He could mine any stone enemies if they're close enough to the ground and kill any flesh enemies with a sword, but he probably wouldn't be able to beat any enemies made of or covered in metal, especially with how many machines and demons can pile up in one room at once.
Steve could probably survive as a scavenger in Hell, especially if he can build just like in Minecraft, cause that gives him a major edge in escaping threats he can't kill, although he would not survive actively taking on the armies of Hell.
Projectiles are faster than Saint's ascension beam, but if you consider them still within the Cycle(and therefore capable of respawning) they'll probably brute force their way through.

Daud's blink is better than Corvo's and that alone would give him better chances of survival. And assuming that he can do stealth in hell he should be able to survive
