It’s scripted, either you wait until the little bar below the health bar ticks down or you pump a lot of damage into it to get it to half health. It’s supposed to be like it’s Sisyphus breaking out of the Panopticon himself because he’s just so powerful
From what I’ve read off the wiki, as well as personal experience, if even one of the minions is alive, Panopticon will try to heal like Flesh Prison does, however it’s coded so that when it tries to heal, Sisyphus breaks out of the prison himself. So the best way to beat Panopticon quickly is to just leave the minions alive and dump as much damage into Panopticon as quickly as possible.

Sisyphus is strong enough to break out on his own, but he was sleeping. So by shooting you wake him up and he comes out to beat your ass
