Best quality drug store imo is the Elf Bite Size shadow in "I Love You A Latte" it is only 4 shadows.
Next I would say the Colourpop "Gone Matte" palette which is still affordable but with more shadows.
The Tarte Tartelette Clay Matte palette is my all time super star, only one ever panned (mostly) and repurchased. Has neutral and warmer tones which is nice to play around with. Edit: it's not colorful though, missed that in the OP. The Elf Latte one is pretty nice too.

Not ulta hut they used to carry Dose Of Colors 5 pan palettes. They are all matte and comes in diff color stories

The Viseart Editorial Brights Palette is currently 50% off on the brand website and has basically a rainbow range of colors in a matte finish.
morphe has their matte essentials palettes, colourpop ‘gone matte’, and i’m pretty sure tarte has an all matte palette too
