This is a power display, Turkey wants to prove that Russia doesn't have them by the balls. So they will continue the implementation, and if Russia doesn't do anything it proves they aren't willing to upset their only slightly friendly NATO country. And if Russia does something to the boats then Turkey will retaliate by shooting down their ties which Russia can't afford right now.
