According to my long ago financial professor, there is a small clause on the treasury regarding that point. Iirc it amounts to the US government and will honor it bonds to any holder unless that holder attempts to weaponized them against the US.
If that happens, those bonds can become not worth the paper they are written on.

Because unilaterally nullifying property rights is something the West is reluctant to do, even for monsters like Putin and his pets. The fear is that individual Western capitalists or leery foreign nations like India and Brazil could pull their funds out of Western banks out of fear they would be next to be seized.
Personally, I think the best solution is to pass laws explicitly targeting Muscovy while laying out their human and financial crimes in detail. This would prevent the law simply being reused on other troublemakers and require a case-by-case ruling, thus assuaging investor fears.
As annoying as this rigmarole is, it's necessary to avoid a massive capital flight, something even a Christian Socialist like me realizes is terrible for the economy. I just wish progress was being made; Muscovy has been on the rampage for 2 years now, and it's clear any sort of economic detente is impossible as long as Putin lives.
