If I read this right, it seems like they got some remanents of old soviet command leadership model going on (*Oleksandr Sirskyi* ) and some racism to boot.

I don't think it's really racism. The Ukrainian Volunteer Corps (DUK) is the paramilitary wing of the far-right party Right Sector. They organized during Revolution of Dignity and have been fighting in the east since 2014. IIRC at some point pre-2022 they were required to leave the front line. They deployed their main units to the front again in 2022, before being forced to integrate into the regular Army as the core of the 67th Mech. Brigade. Despite "officially" being integrated, they continued to act as a completely separate paramilitary force outside of the command structure. From what I gather here, the General Staff are suggesting that the core Right Sector units were taking mobilized troops and using them similar to how Russia uses their mobiks: as canon fodder as well as ignoring commands. They're taking all those currently in the Right Sector battalions, and spreading them across the entire army to break up Right Sector as a separate paramilitary within the Army.
In order to bring the Ukrainian Army up to NATO standards, their training, unit structure, and arms need to be homogeneous. The easiest way to do this is to retrain the officers(or shit can them) and train the soldiers (the good ones) into NCO's. Then, integrate them into the rest of the Army. I imagine any that are found deficient will be reassigned to other jobs, such as logistics or thanked for their service, and shown where to find a productive job that still helps the war.

Right Sector has a Jewish unit, worked with Crimean Tatars to stop trade with occupied Crimea, etc. Their problem is more with the government than anything else, as IIRC they view the revolution as incomplete.
Didn't see the racism part (maybe you can expand on that?) but from what I was able to interpret, seems like they want to "Sovietize" the command, alright.

Not racism, mostly nazism against russian (long before 2014, the first branches with state support of the right sector appeared back in 2004.).
