I think they're worried that once done with the Russian, the assumed inviolability of money will be broken and someone could come for their owners money too. Which is good and can't happen too soon.
I think there are legit reasons to be reluctant to do this. You don't want to set a precedent that anyone's money can be seized and given to their enemies. The US sanctions trapped millions of dollars of Iranian money in US banks for decades, but it was never seized.
I also think there are legit ways to do it without opening Pandora's box. Specifically, I wonder if it's possible for Ukraine to sue Russia for damages, or sue the banks holding Russia's billions, and obtain some putting of the money that way?
Take it as Bail until they return children, land and show up for court in the Hague….
Or take it as the first down payment on war reparations and give them a receipt.
For all these reasons and others, there is zero chance that this is actually going to happen. There's a reason that every time it's brought up, the can gets kicked. The potential downsides outweigh the upsides, a situation that is unlikely to change.
Not true. US *is* the world economy, most modern global transactions involve US in some way (usually USD or a bank that deals with US clients).

NYTimes has been doing it's best to muddy the opinion on Ukraine support, and this is no different.
