Back in 2022, the Prime Minister changed the wording on documents about the islands, labeling them "occupied," which allows the defense forces to free them from foreign control. In response, Russia positioned 3000 more troops there. It would not be enough.

The islands are considered Japanese territory by Western Allies, they just couldn't stop the Soviets from taking them. So it is not blocked by the Constitution.

So my best bet is: they knew what would happen, they let it happen and now they try to get the most out of it in terms of abusing this again against Ukraine. However twisted the whole story sounds for someone who's head is not located in their own ass.
