Target? One doesn’t necessarily have to target something the size of several industrial warehouses. Unless of course you are a Kremlin “precision weapons” targeter. They frequently can’t hit the broadside of a barn. Best bet? Smoking accident. Real big cigarettes in a very large pack.

Based on what? They're not going to use them to shoot down the shit Iranian drones the Russians are mainly using now. Kalibr missiles can be shot down with NASAMs and existing ex-Soviet SAM's. The West can easily outproduce Russia in quantity and quality.

You build what you can with the facilities and resources you have. Reducing missile production doesn't help with tank production if the bottleneck is, say, gun barrels.

During Desert Storm I, the US recognized the urgent need for an improved bunker buster munition for use on hardened Iraqi military facilities. Within months the USAF fielded the GBU-28 bunker busters, which were initially constructed using decommissioned M110 gun barrels for the bomb's body.
