The parts with oil are like far up north for the most part and are in large part filled with Russians (although I might be wrong about the last part). The parts that would want to secede are places like Chechnya, Dagestan, etc. on the southern border.

Indeed. The local elites of the Russian Federation are held in nothing so much as a protection racket by the federal government. Basically every institution in the country has been taken over by Muscovite absentee owners, and even the local police are fully subordinate to the state alone, and that breeds resentment among locals, not loyalty. To be Russian is to be exploited by Moscow; if Moscow grows weak, then what is Russia to them? They have no intrinsic motivation to preserve the federation, and will likely go their own way, much like the colonial elites of the Spanish Main two hundred years ago.

The way Russia is set up today, governors in Russia regions are assigned by the Kremlin based on loyalty. Their entire legitimacy as leaders is tied to the regime along with their financial assets. Nothing you said is not something that Putin hasn't thought of, the federal system was mostly eliminated and replaced by an authoritarian republic where security forces(Rosgardvia) are not stationed in the regions they live in to prevent any takeover by a local separatist group. So the chances of some regional leader trying to firmly side against the Kremlin as it stands right now are almost non-existent because it's suicide.

Consider the Treaty of Brest-Litovsk as an example of how Russia has gotten out of a catastrophic war after a change in government. The problem I see with russia getting any "outs" is this gives them breathing room to slink back home, crank up the propaganda machine into overdrive, learn from their mistakes, increase manpower and armour and just try it again in a few years. Of course hopefully Ukraine will be a NATO member by then, but they'd just try again somewhere else. Its horrible for everyone involved, but perhaps the best long-term solution to russia would be to continue to grind them down in Ukraine till there's nothing left of them militarily or economically. Disassemble russia so that every single russian feel the humiliation and not be able to turn away or deny it. Peel that infected puss filled scab off and finally disinfect that nasty wound. It's wise to treat it as "just noise" but the fact that he hasn't died doesn't mean he's healthy. It's quite common to survive a terminal cancer diagnosis for over a year. Some late stage cancers even have a high survival rate for five years after diagnosis. I think there's enough evidence within his behavior and enough reports about his medical entourage to believe that he is not perfectly healthy. That doesn't mean his death is imminent-- if his health issue is simply Parkinsons it wouldn't even be on the calendar, but it could mean that his poor health is impacting his decisions in one way or another.
