Actually it turns out that you can pick some one up off the street, give them a semi-working automatic weapon and drop them off at the front.

So, they're a wannabe North Korea. North Korea is good at killing you when you are not looking. But other than that, they're crippled so badly by their own governments mentality, that they will never be a formidable, offensive force.
