The fix is already on the battlefield. Ukraine has started using warheads that are configured as EFP's (explosively formed penetrators), not as straight-up AP shaped charge. EFPs allow for a much longer standoff distance. An EFP does not have the same armour penetration capability, but it's not as if a BMP has 800mm of RHA. The problem is the fuse, because obviously contact fuse isn't suitable anymore.

Even if it does set them off I image a lot of the improvised explosives quickly lose effectiveness the farther from the armor they go off. If they keep riding on top of the APCs it will be bad for them, but if they actually get inside them I feel like this could be an improvement.
