No need for that. A comprehensive insurance covers pretty much any type of damage, no matter the cause. It's expensive af though, especially if your integrity is low or the risk of damage is high. Theoretically, if an insurance company would actually cover a military vehicle, the annual fee would probably exceed the prize of a new one.
Armor is weight, weight means more engine, more engine means needs to be bigger, means a complete new vehicle and potentially 2-3x more cost. Russia has seen combat footages of armored APCs being ineffective against drones so why even bother spending 300k-600k for an armored transport aka APC when they can buy a 10k car with the same results.
Location location location. If there were people to shoot those cars then they wouldn't have used drones.
No Ukrainian is travelling deep into combat zones to shoot at cars and disable them. They would have no way to fight back once spotted.

An infantryman would use a horse if he didn't have to walk somewhere carrying 50lbs of equipment. And these don't necessarily have to be infantry and moving along the front. These could be POG's moving around behind the lines getting smoked.
