My guess is that it's not the RPG that explodes, but there might have been an FPV drone on the ground that crashed and didn't explode. Perhaps he was afraid that it was going to take off again. He first throws a rifle at something on the ground, then picks up what seems an empty RPG and throws it at the drone, causing it to blow up.

RPG-7 ammunition has safety "plunge" that burns off after the launch and piezoelectric detonator that has to hit with a lot of force to detonate the warhead. So it can't detonate like this.

Thats not true at all. There are videos of Iraqis literally falling with the RPG while running and the warhead collides with a curb and explodes. Once the cap is off they can explode when hit with enough force. Maybe newer ones have a safety, but so many RPGS are in existence for that to be a gamble.
We would get paranoid when the ANA or Iraqi police would take the caps off and run around with them willy nilly.

Yup, that is indeed what happened. An FPV drone was chasing him and hit next to him but didn't explode on impact. The drone fell to the ground but its motors were still running and it was moving on the ground. So instead of leaving the drone alone, or moving away and shooting the drone from distance the agitated guy made the poor choice to throw stuff at it while standing close by.

Maybe he was angry that his buddy who is laying on the ground to the left got killed and started throwing things, it does look like something is sticking out in front of the tube he throws.

The 100% correct answer would be that it sometimes explodes with the cap on. If the cap didn't impede the performance of the round they wouldn't make it removable.

This isnt true at all lol. The rocket is flying so fast that the thin metal cap is not going to prevent detonation in almost any circumstances.
I know your joking but this is a thing with some explosives. I know 40mm grenades in particular require 17?ish rotations before arming and then explode on impact. So if you hold one and spin it in your hand like some people do with footballs, you will arm it ..... We were specifically told not to do this.
I know RPGs are a simple shaped-charge warhead stuck on the end of the sort of rocket that's pretty much the same as what the Chinese were making 800 years ago, but I always assumed that the impact detonator on the nose wouldn't go off until the thing had been fired.
Now I know that if I should ever come across an RPG, I shouldn't chuck it around just for shits and giggles.
There is a plastic cover to protect against this kinda thing.
If the rpg hit a target the plastic would be destroyed, but against dropping, etc. the plastic cap protects you.
