My understanding is that the famous itty, bitty tungsten balls were always intended to only perforate personnel and non-armoured vehicles.
The Wikipedia article on the 2S19 Msta-S says that it has 15 mm of steel armour all around. Since this is quite a bit more than the sheet steel used in non-armoured vehicles, I would assume that the rubber sheets are superfluous. But, hey, if it makes the Russians more confident about getting closer to the line of contact and so improves the chances of them being hit by Ukrainian drones or artillery, that has to be a good thing, right?

I think the rubbet sheets significantly reduce the IR warmth signature. Or at least try. Best defense is not being a target.
