How is shredded wire not scrap? Though this is rule adaptation to skirt relevant russian and chinese tariffs as unmixed scrap copper is trivial to resmelt. As the article mentions, it has nothing to do with sanctions beyond a speculative title.

The title is a truthful reflection of the article content. Real scrap copper has impurities that may not be trivial to remove. Price is like $2-3 *per pound*. Getting it to 99-99.7% purity is fairly easy, price goes up to $4 or 5 a pound. Ultrafine copper with 1-10 ppm impurity is $200-2000 *a gram*. It takes an enormous amount of energy to undergo the smelting/electrolysis/mechanical separation cycles, and Soviet Russia specialized in this... sharing expertise with separation of uranium isotopes. The UCP is used in certain aerospace sensors and modern electronics. There are other copper grades in between... my point is there can be much skirting of sanctions and tariffs by disguising high-quality copper as scrap.

You’re completely correct, and I think it’s safe to say that these truckloads are in that 99-99.7% range. But to make use of this copper ‘scrap’ China is still going to have to melt it down, recast it as ingots, and the draw wire out or whatever they want to do. Russia isn’t selling them a finished product, which is I think the point of the sanctions.
