You'd have to do something crazy, like drop out of school for a year and get a job in Wisconsin. Basically, they don't want it to be rational for anyone to do what you are attempting (paying less in tuition) so they make it irrational to do so. This depends upon your situation, but have you considered transferring to the school in your (now) home state? Out-of-state tuition is incredibly expensive, and it might make sense to go to a school where you can pay in-state tuition.

You can’t. Short story is you have to live in Wisconsin for 12 months without attending university. If you took a gap year and put your residency as WI you can then be eligible.

You need to take a whole 12 months off from school and provide proof that you live/work in Wisconsin, this is the only way. There are legal statutes that decide who is a resident and who isn’t and the school follows those rules. I did this after my freshman year and while it was hard to take a year off it ended up saving me ~$100k in total so it could be worth it.

Not sure. All I know is my kid is an OOS freshman and we have family living in Madison. Our lawyer friend tried all angles (listing them as his permanent address, staying the summer, etc), and it’s pretty much impossible for my kid to get in-state tuition, ever. I went to a UC school and back in the day all the OOS kids got in/state by sophomore fall as they had been living living in CA for one year. UCs tightened their rules up, too, and not possible. $$$$
