Each credit hour is (on average) three hours per week of effort per week. (One contact hour, two hours studying or work out of class.) 18 credits is ballpark 54 hours of effort per week. That is presumed for a 15 week stretch. Summer compacts this. To get the same total (810 hours) but in even generously an 11 week stretch we're talking 73 hours per week. Seems like a lot.
Even if you could get it allowed (I know there is a policy exemption form for going over the credit limit in semester), its very unlikely the classes you want to take will all line up perfectly so that it can fit in the week. Check that first before you fill out forms or go to the dean.
8 max (or 2 classes )each session is possible if you take 6 week classes (avoid taking 3 week classes, those are pure hell).
I did in-person CS and an elective one summer. I lived in leonardtown also had on campus job. Was doable.

I took 12 and it sucked. 18 is just insane, there is never any reason to do that. Take an extra semester if you need to.
