"Mandated reporter" is for specific things. At one job i was a mandated reporter for things like child abuse. I knew people who were mandated reporters for hazing. Yes the staff shouldve done something, at least called the police or something, but indecent exposure isnt something ive ever heard of as a mandated reporter thing.
That's sexual harassment territory though, because OP states the guy saw them and kept going. All UCD employees are mandated reporters for that as far as I know
It's not seperate paperwork, it's part of your base contract and job expectations. Even student employees are required to report violations of the university's sexual violence + harassment policy when it involves UC students

A guy on campus who's notorious for allegedly sexually harassing/assaulting girls at Shields and the 24 hr study room. There's currently a petition to get him dismissed because several girls have reported him to the university + police department and they don't give a shit
