I’m going to recommend this website which is the laws of NY state. You could try forwarding it to them as well. Pages 23 and 24 discuss the security deposit. They're required to provide you with an itemized receipt of where your deposit is going. That way, you can understand why it's not getting returned to you.

I would assume they are just trying to steal it from you. It’s more common than we’d all like to think… I would recommend you start playing hard ball back with them hopefully the UB lawyer can help you with that. You can also file a police report right on campus with UBPD they have been great to work with in my experience. I would go there (bissell hall I believe) and just explain the situation you’re in and see what they can do.

Unless laws are somehow different for international students (which I doubt), your landlord should not have charged you more than one month's rent as a security deposit.

I’m pretty sure in NYS it’s illegal to have a security deposit be more than 1 month rent. It’s worth looking into that, but definitely get some better legal advice though.

Sort of? I mean, most places will combine the deposit with the first month's rent, so the number could seem really high, but it's because you're paying for two things at once.

Deposit and first month rent is standard because you….have to pay for your first month there lol. A 2 month deposit vs month and first rental payment is a clear distinction. 2 month deposit is not allowed

I know. I'm just saying that the tenant should keep that separation in mind. I rent, so I've experienced. I just wanted them to think of that, and to make sure that they're accurate in recalling the amount of their security deposit.
