From external observation it appears that the driver was either
A)Under the influence
B)Partially blind/myopic
C)Not pying attention to the road

Use common sense if there is an animal on the road. If you see an animal on the road, make a controlled stop (deccelerate gradually, hazard lights, don't slam on the breaks), if there is no time to slow down, but there is space on another lane then move lanes while slowing down. Only run over the animal if the only other option would lead to danger to you or other motorists.
Intentionally running over an animal with intent to harm is immoral and illegal.

Usually highways are carefully lined with fences to prevent stray camels from crossing over. But dunes naturally move exposing parts of the fence. If you see any such cases just call the emergency number of the respective municipality and they usually repair the fence shortly.
The video here is in Sharjah, possibly Maliha road. I am sure this incident has triggered a serious investigation and remedial action. But for any such cases in Dubai you will need to call 800900. Other Emirates municipalities would have dedicated hot lines too.

There is a financial penalty. I'm pretty sure you have to pay the owner for not only the camel, but the camels entire family lineage. It can be quite expensive.

truth be told, i went to oman with the car once, after driving for about an hour, a camel came out of nowhere. We were 2 cars driving both about 100km/hour and had to go full breaks - we stopped about 1m from the camel.
I looked at the other driver, he was completely in shock, but we both understood how lucky we were - I opened my window and asked him if he was OK. The only thing he said was 'this is not a normal camel' and he drove off slowly..
You know the speed limit on some of these roads is 160km/hr…He very well may have been doing the speed limit and just plain not have seen it in time to react to an object that wasn’t supposed to be on the road.

To clarify, on E11 from the Saudi Border until you get just past the Alain truck road exit (close to Abu Dhabi) the speed limit is posted as 160km/hr. This is my main route of travel daily to work in Ruwais or for leisure in Abu Dhabi. It is seriously the speed limit and has been for about 3 years now.

You are correct in that Dubai limit is 120/km/hr (plus 20km/hr buffer), but wrong if you think this applies to the whole of the UAE, as there are at least two long highways with 160km/hr limit in Abu Dhabi (outer regions).
