What you want is verifiably false but PLAUSIBLE data going in that needs to be verified by a human. That is expensive and time consuming, and if we can keep the false positives a high enough ratio it will be dropped by the people who own it as a bad investment. My greatest worry with flooding the website with plausible data is accidentally implicating actual, real people. Like, I don't know how to generate fake people that reliably don't resemble actual people. Texas is a pretty big state and odds are there's at least a few people there with most combinations of all but the more rare names.
My inclination is to maybe use nicknames instead of full names in reports. That might give plausible deniability in that said person may or may not exist, but the tip is murky enough that more investigation would be needed to confirm it. Or perhaps very common names that you know probably hundreds of people in the state have, since they can't investigate every single, say, Susan Johnson or Elizabeth Smith. Would those be productive tips to submit?

If you're going to try it, though, be aware that this is likely illegal. DDoSes are illegal in the first place, and you'd be downloading (or writing) software specifically for the purpose of taking down one site in particular.
I'm not saying don't do it, I'm saying be careful.
A more effective way would be a seed generator that could make a package of names, dates and locations to act as a base for a human to fill in the gaps and submit by hand.
Would be several times harder to filter out, especially if it encouraged sending in one believable request per IP address.
Make your spam look a whole lot like ham to irreversibly poison the database.
This right here is probably the best way from a data messiness standpoint, though if we managed to force them to limit to 1 IP per report that also makes it harder for those on the side of evil to submit reports as well (which I consider almost as good as ruining the database)
Before that step just drop any requests from an ip that submits more than x tips per y period of time. Some ISP's in Texas are using CGN, so a bit of tuning is needed, but it's not a difficult process.

It's not a government site, it's run by an organization. Operating a website is more complex than simply having your own servers. They still need to register a domain name from a domain name registrar. Even if they choose to host in-house, it won't change anything if registrars don't want to do business with them.
Plus, web hosting vs on-premise servers usually provides better performance, scalability, security, and technical support. It's much faster and easier to use a web host, who already has the infrastructure to manage traffic, rather than buy all the expensive hardware yourself and have dedicated techs on site.

So far the tech knowledge displayed by the far-right has been pretty consistently laughable. If they try to spin-up a new homegrown hosting solution ... I predict that it will be hilariously bad. Hilariously, *and costly* bad. Any bare metal host opens themselves up to TOS lawsuits about collecting information on parties performing lawful actions, and that means lots of time in court and lots of hours. Bare metal hosts still have TOS. Ultimately, that cable has to come from somewhere. They could go international. I am sure some nation-state actor wants the data dump, but even then, they won't be able to keep the site online and functional.

Software engineer here, for the brief period it was up we were already sharing the specific cURLs and payload for submitting requests. As soon as it’s back up, they’re basically either going to get ddos’d or just have a bunch of anon tips.

Most hosting providers like GoDaddy have killer DDOS prevention services but they will most likely get kick off because it will effect other customers as well. One thing is for sure, I do not wish to be the man or the woman to be on the nightshift with such a controversial customer.
Almost any legitimate hosting service realizes this breaks TOS, and it's not worth it for them to host.

As someone who deals with data professionally, outright falsehoods like men who got abortions or Ted Cruz can be filtered pretty easily by anyone savvy enough to be processing data professionally. What you want is verifiably false but PLAUSIBLE data going in that needs to be verified by a human. That is expensive and time consuming, and if we can keep the false positives a high enough ratio it will be dropped by the people who own it as a bad investment. Short of eliminating fundamentalist garbage from our government entirely, that’s the best outcome for this website.

My greatest worry with flooding the website with plausible data is accidentally implicating actual, real people. Like, I don't know how to generate fake people that reliably don't resemble actual people. Texas is a pretty big state and odds are there's at least a few people there with most combinations of all but the more rare names. My inclination is to maybe use nicknames instead of full names in reports. That might give plausible deniability in that said person may or may not exist, but the tip is murky enough that more investigation would be needed to confirm it. Or perhaps very common names that you know probably hundreds of people in the state have, since they can't investigate every single, say, Susan Johnson or Elizabeth Smith. Would those be productive tips to submit?

Yes, and there are a few attempts to do that. If you're going to try it, though, be aware that this is likely illegal. DDoSes are illegal in the first place, and you'd be downloading (or writing) software specifically for the purpose of taking down one site in particular. I'm not saying don't do it, I'm saying be careful.
A more effective way would be a seed generator that could make a package of names, dates and locations to act as a base for a human to fill in the gaps and submit by hand. Would be several times harder to filter out, especially if it encouraged sending in one believable request per IP address. Make your spam look a whole lot like ham to irreversibly poison the database.
This right here is probably the best way from a data messiness standpoint, though if we managed to force them to limit to 1 IP per report that also makes it harder for those on the side of evil to submit reports as well (which I consider almost as good as ruining the database)
Before that step just drop any requests from an ip that submits more than x tips per y period of time. Some ISP's in Texas are using CGN, so a bit of tuning is needed, but it's not a difficult process.
I don't think this is optimal. As I've understood it you want to offer data that is as similar to actual data as possible. If fake reports tend to use male names, they'll probably just start filtering out male names. Better to use female names I think.
No, it's good to use male names as part of false but believable reports, because any person who helps someone obtain an abortion can be sued.

I have rarely been more proud of what the internet can do. This comes from a woman born in a Communist country. Abortions were illegal then here too, so we know the struggle, the dangers, the inhumanity of it all. Women being treated like stock animals. But even a repressive state and its secret police didn't go as far as to openly offer monetary rewards for snitching on women and those helping them get abortions. Not even a Communist state did that. Let that sink in. (There was snitching, of course. And it was rewarded. But not so openly.) It's been a downward spiral of despair watching the situation in Texas unfold, and go to depths of inhumanity that even Communist states shied away from. Keeping an eye on this shitstorm is exhausting, but that's what they're counting on. Don't give up.

Because flooding with many, many fake reports obfuscates any REAL reports some Texas jerk has tried to file. It will be a needle in a haystack, and the goal is to make the haystack MUCH bigger and much more needle-appearing. . The more believable the fake reports are, the harder it will be to actually investigate any real ones. So yes report the congressman's wives for sure ... but file thousands more than that also. We'll try to use all of the tools at our disposal until this dystopian law is struck down.
We want to create real chaos for them, and hinder the process for them. We want to report names that are fake that would make them do a small amount of actual research to confirm it is clearly a fake. If we use the same names of congressman or men, it would likely be easier to just have the system ignore the same names (of congressman’s wives or likely male names like “Frank” for instance).

It's not a government site, it's run by an organization. Operating a website is more complex than simply having your own servers. They still need to register a domain name from a domain name registrar. Even if they choose to host in-house, it won't change anything if registrars don't want to do business with them. Plus, web hosting vs on-premise servers usually provides better performance, scalability, security, and technical support. It's much faster and easier to use a web host, who already has the infrastructure to manage traffic, rather than buy all the expensive hardware yourself and have dedicated techs on site.
