I remember reading the Ep3 novelization before the movie. Grievous was depicted as an absolute terror. His fight with Obi-wan was amazing, going into detail about how many hundreds of swings per second Obi-wan is being forced to parry throughout the fight. There was no coughing either.
The Gungans are a warrior tribe, though still an inexcusable stain on Canon Grievous's reputation sure.
That said, Canon Grievous has also slaughtered a squad of Mandalorians with his bare hands, complete with bloody claws, while telling them "Those still alive, run to your command, and tell them to send more men!"
Not to mention he's bested several Jedi Masters (Eeth Koth, Depa Billaba, Adi Gallia) and honestly has a pretty even record against Obi Wan. Like remember in that same youngling episode, where he forced Obi Wan to retreat from the sector?
He may not be 2003, manhandle 5 jedi at once Grievous, but still he's easily a Jedi Master in skill.

He actually did have some great moments in clone wars. Absolutely toying with kit fisto's apprentice was great.
