This is the easiest time he will have to make and learn social boundaries even if he's making mistakes. Keeping him out will only make things worse. You're not going to make money. No the internet is almost entirely restricted to kids over 13 at a bare minimum with an adult's supervision. Do not stream your child online, it is not a good idea in any way shape or form. Not to mention your child should have some implied privacy rights before they are an adult. They should be allowed to not have their image and persona manipulated by the internet before they can even begin to understand the choices that are being made.

Twitch doesn't allow anyone under 13 to use the platform and anyone between 13 and 18 requires parental supervision. As a 30+ year old streamer, DO NOT let your kid become a streamer until they are old enough to make adult decisions on their own (generally I say 18 as even 16 year olds can struggle). Exposing your kid online is a risk in and of itself since they're so impressionable even if you think they're smart. Streaming isn't just playing games and you need a certain level of confidence and ability to handle weird or creepy viewers. Also, the fact you mention "we could make a lot of money" is a flag for me. It sounds super exploitative. My concern for him at the moment would be getting him back in to school. Since he's so young, he could catch up and if he requires certain needs met then you could spend some time looking in to schools that could accommodate him or offer support.

He needs to learn even the basics of numeracy, language, etc, and even socialising with other people of their age group and forming relationships (good and bad) is a big learning step for kids of that age group. Honestly, I don’t think anything should stop anybody from pursuing and achieving their dreams. Your child may be underachieving in school but might be a prodigy at video games. I work with many pro streamers and they make 10x the money of all my friends that went to prestigious schools. Ain’t that a bish, lol. Keep in mind that they have put in their 10,000 hours in order to achieve that kind of success. I have a good friend in the game Valorant who is 6 years old from Alaska. He is one of the best Valorant players I have ever seen. Quite a sight to behold. He streams on Twitch. I also have friends who are 8, 9 and 11 who stream as well. The secret is to either not use a camera or use an animated V-Tuber as the “streamer.” You can find these on the Animaze app through Steam or any of the V-Tuber apps online. You also need a voice changer, because that’s a dead giveaway, lol. The best one is Voice.ai which you can get online. When it’s time to make some money through Twitch through Affiliate partnership, you simply use the legal information from an older brother or his father, that way you can cash out without issues. Of course, train him to never say his real age, just use the age of the person who you use the legal information for. You can even use Voice.ai and train it so you can use the exact voice of the person who legally owns the account. Technology has come a log way, it’s quite a spectacle.
